Purpose

The purpose of this Asbestos Removal Control Plan is to set out how PropertyHelp Ltd will plan, supervise and carry out the Class B removal of asbestos-containing decramastic roofing in Auckland while preventing asbestos fibre release and protecting workers, occupants, neighbours, other PCBUs and the public.

2. Scope of Work

  • Remove asbestos-containing decramastic roof tiles or sheets from the nominated roof area using controlled, non-destructive methods.
  • Establish exclusion zones, warning signage, access control, fall prevention, waste handling and decontamination controls.
  • Wrap, label, transport and dispose of asbestos waste at an approved asbestos waste facility.
  • Arrange visual clearance / clearance inspection as required and provide close-out records to the client.
  • This ARCP does not cover friable asbestos removal, hot works on ACM, grinding, abrasive cutting, water blasting, sanding, drilling, demolition before clearance, or Class A work unless the plan is formally revised and the appropriate licence and controls are in place.

6. Material Description and Class B Assessment

Decramastic roofing commonly consists of pressed metal tiles with a textured bituminous and stone-chip coating. Some older coatings may contain asbestos. For this ARCP the material is treated as asbestos-containing material confirmed by sample, survey or presumption. Removal is Class B only if the material is non-friable and can be removed whole or in manageable sections without breaking, grinding, sanding, drilling or creating airborne asbestos dust.

  • No water blasting or high-pressure cleaning is permitted.
  • No dry sweeping, compressed air, uncontrolled scraping, grinding or abrasive cutting is permitted.
  • Damaged, brittle or loose coating must be dampened, stabilised and handled carefully. Stop work if friable conditions are suspected.
  • Disposable Type 5/6 coveralls with hood; taped cuffs if required by site conditions.
  • P2/P3 half-face or full-face respirator suitable for asbestos work and fit-tested to the worker; clean-shaven seal area required.
  • Safety boots that can be decontaminated or disposable boot covers as required.
  • Nitrile/disposable gloves and cut-resistant outer gloves where handling sharp roofing edges.
  • Safety helmet, eye protection and hearing protection where required.
  • Fall prevention equipment: scaffold/edge protection, safe access ladder, roof ladder/crawl boards, exclusion below work area.
  • Low-pressure sprayer/mist bottle with amended water/wetting agent.
  • H-Class asbestos vacuum with suitable HEPA filtration and current inspection/service record.
  • 200 micron polythene, asbestos waste bags, asbestos warning labels, duct tape, wrap, wipes, buckets and waste bins/skip lined for asbestos waste.
  • Warning signs, barricades, cones, barrier mesh and site contact signage.
  • Emergency spill/fibre release kit.
  • No water blasting or high-pressure washing of asbestos roofing.
  • No grinding, sanding, abrasive cutting, drilling or use of compressed air on ACM.
  • No dry sweeping or use of domestic/general-purpose vacuum cleaners.
  • No eating, drinking or smoking in the asbestos removal area.
  • No unauthorised access into the exclusion zone.
  • No continuation of work if ACM becomes friable or conditions exceed Class B controls.
  • Use double bags or double wrapping with minimum 200 micron polythene or approved asbestos waste bags.
  • Do not overfill bags; maintain manageable weight and prevent puncture.
  • Seal all packages with tape and label clearly as asbestos waste.
  • Clean the outside of waste packages before removal from the asbestos work area.
  • Secure loads during transport and prevent damage to wrapped packages.
  • Retain disposal receipts/dockets and photographs as close-out evidence.
  • Hold Point 1: Asbestos survey/sample confirmed and Class B suitability accepted by supervisor.
  • Hold Point 2: WorkSafe notification completed where required and ARCP available on site.
  • Hold Point 3: Scaffold/edge protection inspected and signed off before roof access.
  • Hold Point 4: Exclusion zone, signage, decontamination and waste area established before removal starts.
  • Hold Point 5: Stop work and reassess if ACM breaks down, becomes friable, or weather conditions change.
  • Hold Point 6: Final visual inspection/clearance completed before handover or follow-on trade access.
  • Workers must be trained and competent for Class B asbestos removal work and understand this ARCP.
  • Workers must have respirator fit testing and be trained in correct PPE/RPE use, limitations and maintenance.
  • Workers must be trained in decontamination, waste wrapping/labelling, emergency response and working at height controls.
  • The supervisor must verify competency before work starts and record attendance at the pre-start briefing.

9. Pre-Start Planning and Notifications

  • Confirm asbestos survey/sample result and assess whether the decramastic roof is non-friable and suitable for Class B removal.
  • Complete WorkSafe notification for licensed asbestos removal work where required and keep a copy available on site.
  • Consult with workers and relevant PCBUs about the ARCP, hazards, controls, emergency arrangements and work sequence.
  • Confirm scaffold/edge protection and safe access is installed and inspected before roof work starts.
  • Confirm power, services, gutters, downpipes, solar panels, aerials or other roof-mounted items are isolated/removed as required.
  • Establish exclusion zones around the building and below the roof work area.
  • Notify occupants/neighbours where there is a risk of concern, access conflict or windborne contamination.
  • Check weather forecast. Do not start if wind, rain or heat creates unacceptable risk.
  • Hold pre-start toolbox meeting and have all workers sign this ARCP acknowledgement.
  • Before leaving the asbestos work area, workers must H-Class vacuum or wet wipe visible contamination from PPE and tools.
  • Disposable coveralls and boot covers must be removed carefully by rolling inside out and placed into asbestos waste bags.
  • Respirator remains on until disposable PPE is removed and the worker has moved through the dirty transition stage.
  • Reusable RPE must be cleaned, inspected, stored in a sealed clean container and recorded where required.
  • Tools and equipment must be wet wiped/H-Class vacuumed before leaving the work area. Items that cannot be decontaminated must be treated as asbestos waste.
  • Vehicles must not be contaminated. Waste must be sealed, labelled and externally clean before loading.

Use H-Class vacuum and wet wiping as work proceeds. Do not dry sweep. Keep gutters, scaffold platforms and ground protection clean.

Double-wrap or double-bag waste in 200 micron polythene or approved asbestos bags. Seal with tape and apply asbestos warning labels. Clean external surfaces before moving through clean areas.

All asbestos waste must be packaged to prevent fibre release, labelled as asbestos waste, kept secure, and transported to an approved asbestos waste facility. Disposal dockets and waste records must be retained with the project file.

14. Air Monitoring and Clearance

For Class B non-friable asbestos removal, air monitoring may be required based on client requirements, site conditions, proximity to neighbours/occupied areas, deterioration of ACM, enclosure decisions, or risk assessment. Clearance must confirm the asbestos removal area is visually free of asbestos debris before reoccupation or follow-on work. Where required, engage an independent competent person/licensed asbestos assessor.
